Cash and Voucher Assistance (CVA) Expert
Humanitarian aid is increasingly provided in the form of cash and vouchers (cash and voucher assistance - CVA). Currently, already around one tenth of the world's aid provisions reaches those in need in this way. However, the potential for humanitarian cash aid is estimated at over 40 per cent.
When planning support programmes, humanitarian actors should therefore always ask themselves whether aid can also be provided in the form of cash or vouchers to best help people affected by the crisis to meet their needs thoroughly, autonomously and with dignity. It is often appropriate to embed cash and voucher benefits in a holistic aid programme.
The technical knowledge of the planning, implementation and coordination of cash and voucher benefits is provided by CVA experts.
Specific profile requirements for Cash and Voucher Assistance Experts
- Experience in the implementation of humanitarian aid projects with CVA components, especially the use of multi-purpose cash;
- Sound knowledge in the areas of multi-sectoral needs assessment, distribution of cash benefits, vouchers and/or in kind, as well as MEAL (Monitoring, Evaluation, Accountability and Learning);
- Knowledge in market analyses and feasibility studies for CVA measures;
- Knowledge of data collection, analysis and data security;
- Work experience in refugee/IDP situations or other humanitarian crisis is desirable;
- Experience with innovative approaches and new technologies in the field of CVA (e.g. "blockchain", common platforms or interoperable systems) desirable;
- Experience in collaborating with cash working groups is desirable;
- Experience with financial support in the broad sense, development of social security networks and connection of humanitarian cash benefits to (state) social systems;
- Experience in delivering CVA capacity-building is desirable
General profile requirements
- German citizenship;
- University degree or relevant occupational training;
- At least three years of relevant professional experience; at least one of which in the desired professional profile in a humanitarian mission (or comparable);
- Experience in crisis or conflict areas desirable;
- Excellent oral and written English language skills (C1 level and above);
- Further language skills at level B2 and above desirable (especially French, Spanish and Arabic – in some cases level B1 may be acceptable for Arabic language skills);
- Physical and mental fitness for travel to tropical areas;
- Availability for a deployment for at least six months.
