Course Description
The UN Mission Planning Exercise is part of the two-year staff officer training programme, one of the fundamental trainings for future command staff of the German Armed Forces (Bundeswehr). The exercise serves to prepare future staff officers for deployment in key functions of United Nations peace operations. The exercise is open to up to 70 civilian participants, who can introduce a civilian perspective into group work and the simulation exercise, as well as practice how different components of a peace operation cooperate in mission planning.
This exercise is held in English.
Learning Objectives
Participants will:
- Fully understand different tasks and structures of multidimensional UN peace operations;
- Know how various actors cooperate in planning and deployment;
- Building on the input of the first week, be able to plan a UN peace operation, in coordination and cooperation with all relevant departments/mission components.
Target Audience
The exercise is aimed at members of the ZIF Expert Pool (German nationals) as well as at interested external experts with civilian, police and military background.

- UN system: main bodies and tasks
- Functioning of the UN Security Council
- Structure and components of UN peace operations
- Structures and chain of command of the UN Mission HQ
- UN logistics system
- Political processes in peace operations
- Peace operations and humanitarian actors
- Particular tasks of peace operations (strengthening local civil society, elections, DDR, protection of civilians etc.)
- Principles of civilian-military cooperation in peace operations
- Integrated analysis planning
- Force generation and rules of engagement
- Military operational planning process
Prerequisites
Experience in peace operations of the UN or other international organisations is desirable.
